First Action Plan and implementation

The First Action Plan 2023–2027 outlines the first 5 years towards achieving the vision of the National Plan to End Gender Based Violence.

Progress under the National Plan

The National Plan to End Violence against Women and Children 2022 – 2032 (the National Plan) will be implemented through two 5-year Action Plans. These will detail the government actions and investment to implement the objectives across each of the four domains.

We will show our progress towards ending gender-based violence against the National Plan’s targets. Our progress reports will allow us to track, monitor and report change over the life of the National Plan.

Currently we have 4 progress reports:

  • First Action Plan 2023-2027 Activities Addendum Update 2024
  • National Plan outcomes reporting
  • Domestic, Family and Sexual Violence Commission (DFSV) yearly report to Parliament
  • Individual program reports.

We will continue to improve our reporting to ensure we are accountable and transparent.

About the First Action Plan

The First Action Plan 2023–2027 (First Action Plan) provides a roadmap for the first 5-year effort towards achieving the vision of the National Plan. It sets out the initial scope of activities, areas for action and responsibility with respect to outcomes. It outlines how we will make the commitments set out in the National Plan a reality.

The 10 actions

Through the First Action Plan, the Australian, state and territory governments commit to implement 10 actions:

Implementing the First Action Plan 

The Activities Addendum outlines progress against the 10 actions. It gives an update on the activities governments are undertaking over the life of the First Action Plan. It was first released in 2023 and will be revised each year as we progress towards ending gender-based violence.

The first annual update in 2024 has 463 activities that Australian governments are progressing. New activities that respond to emerging areas of need and forms of violence will be added each year.

Outcomes Framework

The Outcomes Framework links actions being undertaken by the Australian, state and territory governments with our aim to end gender-based violence in one generation.

The Outcomes Framework will increase our ability to monitor and report change over the life of the National Plan. It will also guide investment, inform the strategic direction for policy and program design and unify governments through a shared vision for change.

Performance Measurement Plan

Domestic, Family and Sexual Violence Commission yearly report

The Domestic, Family and Sexual Violence Commission (the Commission) is a national body dedicated to addressing and ending violence against women and children in all its forms.

The Commission monitors the progress and delivery of the National Plan.
