Strengthening the National Disability Insurance Scheme

This Budget provides a total of $175.4 million over 4 years from 2025–26 to further safeguard the integrity of the National Disability Insurance Scheme (NDIS) and support people with disability.

Over the past few years, the Australian Government’s significant reforms and investment have put the NDIS back on track.

  • Stronger, fairer, more equitable
  • Participant-centred
  • More sustainable

The latest data shows the Scheme is tracking at approximately $700 million lower than forecast this financial year.

This puts the year-on-year growth rate at around 10%, down from 22% in 2021–22 financial year.

What has been announced

  • Expanded crackdown on fraud
  • Increased workforce capacity and capability
  • More funding for participants with appeals

Expanded crackdown on fraud

  • An additional $151.0 million over 4 years from 2025–26 for the existing Crack Down on Fraud program.
  • $43.8 million per year from 2029–30 on an ongoing basis.

The program is:

  • Strengthening the National Disability Insurance Agency’s (NDIA) systems.
  • Improving processes to detect, prevent and respond to fraud.

The Crack Down on Fraud program has already helped identify more than 2100 providers with problematic claiming behaviours.

Increased workforce capacity and capability

  • $17.1 million in 2025–26 to maintain the NDIA’s payment integrity workforce.
  • This will ensure the NDIA’s ability to detect, respond to and reduce fraud and non-compliant payments remains optimal.

The NDIS is projected to spend $46.2 billion this year, and the NDIA processes 500,000 claims per day, second only to Medicare.

More funding for participants with appeals

  • An additional $7.3 million in 2025–26 for up to 49 individual advocacy organisations, including 8 Legal Aid Commissions, through the NDIS Appeals Program.
  • Funding will help organisations support more people with disability through:
    • Administrative Review Tribunal (ART)
    • Alternative Dispute Resolution (ADR) pathways

The NDIS measures in this year’s Budget align with, and reflect, some of the findings of the Independent Review of the NDIS.
